LBUSD Board Policy 5127 (Graduation Ceremonies and Activities), Section 5000 — Students. Adopted March 27, 2018; last revised December 16, 2021; last reviewed November 2, 2021; prior revised dates 4/23/2019. The policy is the most-on-point codification for the operational-vs-policy lane dispute and is SILENT on venue selection: it covers participation eligibility, disciplinary considerations (principal-level), early graduation (site administration), ceremonial attire ('Superintendent or designee'), military dress uniforms, tribal regalia adornments, and a prohibition on religious programming. Legal citations: Education Code 35183.1 (Graduation ceremonies), 35183.3 (military dress uniforms), 38119 (cap-and-gown leases), 48904 (parent/guardian liability), 51225.5 (honorary diplomas), 51410-51412 (diplomas); court opinions are five First Amendment / Establishment Clause cases (Cole v. Oroville, Santa Fe v. Doe, Lee v. Weisman, Sands v. Morongo, Lemon v. Kurtzman). The policy does NOT cite Education Code §35143 (the board-meeting authority cite the controversy file's board-majority frame leans on). The absence of any venue-selection codification is the documentary reason both sides of the lane dispute can hold credible positions.
